You mention within your case study that you are involved in RIBA Stages 0-7. Can you tell me what involvement you would have during RIBA Stage 7?

A

Additional works post completion that the client may request, also end of rectification period 12 months post PC

Can you tell me what a brownfield site is? What are the limitations with this kind of site?

A

A site that is to be redeveloped ie it had previous services there that can be reused.

A

Greenfield site is one that has not previously been developed on.

Bluefield Site = Hybrid site comprised of both brownfield and greenfield elements

A

Building envelope, tenant area’s completed and services capped off at tenant demise.

With time being a key requirement, could you not have entered into an enabling works contract to allow groundworks to start on site earlier?

A

This could have been an option, but time was not the most key requirement and the PSCA instead aimed at completing some surveys on the site.

Cost was more important and getting a fixed price for the total works was preferred.

You state that the MEP package was only tendered to two subcontractors, does this still show value for money? Why not three?

A

We did actually receive three returns but the third return was even more expensive, and they were not prepared to review their submission or alter it in anyway.

You state that the steel inflation psum was removed, if there was a delay to executing the contract, how would you have dealt with this?

A

This was on the understanding that we would agree the contract within the fixed price agreement. Equally, if we didn’t then it would apply.

You mention that you were able to identify areas where the MEP sub contractor needed to revisit their pricing, how did you identify these elements?

A

Alongside a collaborative review with the MEP consultant and in house MEP specialist surveyor.

Q

How much time was spent to reduce costs from your side? Would it not have been easier (and cheaper) to just allow additional time for the MC to submit a suitable CSA? I assume there was additional prolongation fees associated with these exercises.

A

There was no prolongation added from the contractor.

We were also acting on recommendation from the contractor on how long they advised they would need so at the time this seemed feasible, but in hindsight, yes perhaps float should have been added.

In appendix A you state that Ethics was demonstrated in your case study, can you tell me how?

A

The provisional sum negotiation was engaged in an ethical way, showing integrity and fairness. Not expecting the contractor to take on unreasonable risk and making sure they were comfortable in their proposal.
