  • prior to 2010 there ws no monitoring in place
  • due to poverty and focus on freq hurricanes
  • continued support by USAID has resulted in a total of 15 seismic stations now operarating in Haiti howevere not enoigh money to staff a 24 hr team
  • progress with hazard maps such as areas of liquefaction ..
  • however no national disaster rosk management plan
  • no education on earthquake protocol
  • inability of state to enforce earthquake resistant building design (this has been an issue elsewhere aswell eg. italy and japan but is worse in poorer countries such as haiti)
  • no gov approved building code and due to political instability it is unlikely there will be future plans .

modifying loss (mainly by NGOs)

A

due to little input by the state most the loss adaption has been taken over by NGOs
- however this has been heaviliy critisized as there has been little progress made since 2010
- in 2010 NGOs promised the reflection of the haitian needs and inputs which did not happen.
- $5.3 bn aid pledged to haiti’s recovery to be spent across 2 years in partnership with the haitian govt.
However NGOs followed their own agendas. Just 1% of donor funds available for emergency assistance was offered to the haitian govt. and Haitian NGOs where only offered 0.4%

  2. USAID built 900/15,000 houses promised
  3. 900 houses planned to be buit within 8 miles of capital; in reality 750/900 built 130 miles from capital. with 0 built to earthquake standards
  4. 2/3ds money raised for charity remains in the bank accounts of money managers .
    series of scandals surrounding the work of NGOs in Haiti much surrounding the behaviour of senior officials.
