What does the general alarm signify?

What is the difference between Action and Emergency stations?
Action stations is when the ship is on a war footing with all positions manned and 100% of the ship's company at the highest state of readiness. Emergency stations provides a pool of manpower during state 3 to deal with an emergency situation. ## Footnote They cannot be achieved together and do not need to be. At Action, all those who will deal with emergencies are already in position.
