refers to what is in the best interests of all people in canada
interest include; justice, economic stability etc
Majority rules:
democracies function on the idea that the will of majority of people should prevail
Minority rights:
Canada constitution protects rights and minorities such as aboriginal people. ensures they won’t have their rights violated
