Seats are divided among 3 or more parties and single party rarely wins

Groups that seek to influence gov, but not control it
Civil Society
sphere of organized, nongovernmental, nonviolent activity by public - oriented groups
Pluralism
-Multiplicity of voluntary interest groups
-No consistent gov access or support
-E.g. the US
Neo-corporatism
-Small # of peak associates that represent a broad class of interests
-Gov recognizes associations as official representative of their interest
-Gov officials negotiate policies with peak associations
