What are the two signs for “prohibited direction”?

A

The red circle with the white bar in the middle means no entry of any driver, past that sign. There could be exceptions for cyclists and mopeds when there is a plate under.
The red circle and white are in the center. This one means that no drivers are allowed to drive in BOTH directions, past that sign. In this one there could be also exceptions for cyclists and mopeds.

What is the uitgezonderd plaatselijk verkeer?

A

This means “except for local traffic”. It could be under the prohibited directions sign, meaning that residents, visitors, emergency vehicles, and deliveries can drive in that direction. The other cars can not drive there.
Usually, this is a temporary sign when constructions on the road are taking place.

What is the meaning of prohibited direction signs with a car or a motorcycle in the center?

A

When these signs appear (individually or in combination for both), the prohibition only applies for vehicles of more than 2 wheels and motorcycles with and without the sidecar.
With this sign, they are still allowed to drive in the opposite direction.
