US claimed it was a weather plane but clearly was not.

Day after Eisenhower admitted was spy plane but refused to apologise

Instead of improving relations tensions between US and USSR higher than ever. Seems to be fault of US but some say Khrushchev wanted them to fail to show he was a strong leader on world stage
