What is privatisation?
Involves moving services provided by government to private sector. So education has become a source of profit for capitalists which BALL calls ESI. Companies involved make up 10 times profit.LEAs enter these agreement to build new schools as a lack of funding by central government.
What are ESI involved in?
Building schools, providing teachers, career advice, catering, ofsted inspections and some run LEAs. Large scale building involve public private partnerships where private provides capital and a contract around 25 years to pay monthly lease and management fee.
What is blurring the public/private boundary?
Many who previously worked for LEAs and head teachers left public sector and set up private education business (consultants to advise school). Policy of academies are run by private cooperation and become part of multi academy trust 2/3 are. PALLACK note the file of personnel allows inside knowledge to help contracts and side stepping local authority democracy.
What is privatisation and globalisation of education policy?
