at the bottom is ACTIONS (meet needs of elite by delivering successful sporting events, meet needs of customer to engage in PA and actions to strengthen sporting sectors to make more effective) in middle is OUTPUTS (maximise sporting success and impact of events, all backgrounds taking part, experiencing and volunteering in PA, more productive and sustainable sector) top OUTCOMES (physical/mental wellbeing, individual, social, community and economic development)
what has modernisation in the 1990’s got to do with sport development?
- labour gov too rigid

- single departments brought together to increase efficiency
