Democracy provides opportunities for effective participation, equality in voting, enlightened understanding, exercising final control ( by the people ) over the agenda, and the inclusion of adults. He goes on to say that political institutions that are necessary to pursue these goals are elected officials; free, fair, frequent elections ; freedom of expression ; alternative sources of information; association, autonomy and inclusive citizenship.
