Impact of devolution
Policy innovation- eg scotlands minimal alcohol pricing law. The counties are called ‘labs of innovation’
Parliament still has sovereignty
Evolution could have a hand in economic inequality, eg Scotland economic performance has weakened and high unemployment

Limits on local gov- limited legislation powers- however still exists(congestion charges In London), revenue controlled by gov- eg council tax can’t be risen above certain point
