Disaster Management Flashcards
4 classes of hazards
Natural
Technological
Biological
Societal
The probability and consequences of exposure to the hazard
Risks
Factors the determine the risks arising from a specific hazard in a specific community;
Determinants of risk
Vulnerabilities
Thoses because of constraints of an economic, social, ethnic, biological, physical or geographical nature, are less able to cope with the impact of hazards than other members of their community or society.
Vulnerable groups
Intrinsic vulnerabilities
Specific to the individual
- sex, age, health status, mobility, literacy, habits, behavior
Extrinsic vulnerabilities
Shared by groups within a community
- location, env, poverty, availability of services, culture, etc
Any actual threat to public health and safety
Emergency
Any actual threat to public safety &/or public health where local govt services are unable to meet the immediate needs of the community
Disaster
Disaster management
The science and practice of protecting & improving the health of a community, through:
Preventive med, health educ, ctrl of communicable diseases, application of sanitary measures, monitoring of env hazards
Public health services
Water/env sanitation Food/ nutrition Prevention/ ctrl of communicable diseases Hospital system Epidemiology & surveillance Health system
Community risks are proportional to
Hazard x (vulnerabilities / readiness)
A community consiste of 5 elements
- The people
- Their property
- Their services
- Their livelihoods
- Their environment
Any potential threat to public safety and /or public health
Hazard
Anticipated consequences of a specific hazard interacting wt a specific community (at a specific time)
Risks
Factors whc increase the risks arising from a specific hazard in a specific community (risk modifiers)
Vulnerabilities
Any actual threat to public safety &/or public health where local govt and the emergency services are unable to meet the immediate needs of the community
Disaster
An assessement of ability to manage to an emergency ( a risk modifier)
Capacities
Total capacity is measeured as ______.
Readiness
People, property, services, livelihoods and env i.e the elements exposed to hazards
