This allowed people to discuss religion freely without fear of arrest or imprisonment.
Radicals leapt on this opportunity and the government had stripped itself of powers needed to stop them

The Book of Homilies and paraphrases was to be placed in every church. It contained some protestant sermons written by Cranmer including one supporting the lutheran belief of justification by faith alone. Gardiner and Bonner objected to this and were imprisoned.
