What are the steps taken in case of a bomb threat by phone?

A
  1. Supervisor will notify all staff in person. No radio will be used.
  2. All inmates will be locked down.
  3. Control will notify dispatch and advise them radio contact will be discontinued and to contact command staff and the bomb tech
  4. A search of the facility will be conducted beginning with public access areas including the lobby, admin, and public restrooms if no specific information is given.
  5. Bomb Tech will assume responsibility upon arrival with the shift supervisor assisting with locked doors and secured areas.
  6. If a device is found all inmates will evacuate in accordance with the evacuation policies.
  7. If no device is found and the all clear given by the Bomb Tech the facility will return to normal operations.

What are the steps taken in a hostage situation?

A
  1. Lockdown the facility
  2. Isolate the area including disabling all operations to the area
  3. Notify all personal of the situation. The supervisor will notify control who will notify dispatch. Control will have dispatch will notify command personal
  4. Control will have dispatch notify a negotiator
  5. The negotiator will attempt to have the abductor release the hostages.
  6. All files, records, background info, and history of the abductor will be given to the negotiator
  7. A perimeter security will be established
  8. Only the amount of force necessary will be used to prevent the abductor from escaping or causing serious bodily injury to the hostage will be used
  9. Only the Sheriff can authorize use of firearms in the facility.

  2. If there are hostages instate the hostage protocol
  3. Control will notify dispatch who will be asked to notify command staff
  4. The facility will be placed on lock down
  5. The shift supervisor will be in charge until relieved
  6. The Operations supervisor will determine the work force needed to quell the riot
  7. The operations supervisor will determine the equipment used to attempt to diffuse the riot
  8. The operations supervisor will make the decision as to what actions will taken against the rioters. Only reasonable and necessary force shall be used.
  9. When the riot is quelled the detention center will resume normal operations

A
  1. Control will notify dispatch of the situation and unlock the appropriate perimeter doors
  2. Detention officers will attempt to extinguish the fire. Once the fire is extinguished it will be determined if inmates need to be removed from the effected area
  3. In a major fire the inmates will be removed using the appropriate evacuation routes
  4. A head count will be conducted and an officer will stay with the inmates. The will not return to the effected area unless instructed by a ranking officer
  5. The facility will be placed on lock down
