What is the framework to evaluate externalities?

A

O- Oppose e.g. negative with positive externalities
Q- Quantify e.g. missing info: how many will be affected, hard to add up external costs if too many are affected
T- Time: are the external costs temporary or permanent

  • Depends on objectives of the firm - may aim to maximise social welfare or satisficing
  • Depends on time frame - PED changes over time (more substitutes enter the market)
