For - War was to blame

A

-The War exposed problems
Ineffective distribution, shortages of rifles, ammo and boots. Supplies available but not where needed. Matched German Shell production by 1916.
1000% increase in production of artillery and rifles but supply lines inefficient. Lots of soldiers (15 million) but not being supplied- waiting for men to die to use gun.
-Showed government incompetence - breakdown of distribution system and no clear command structure
-Supplier problems and focus on military production led to food shortages
Inflation as govt abandon gold strucutre and print money to pay for war, 300% increase in cost of living
Petrograd recieving a third of food and fuel it required
-Strikes increase as a result , unemployment as factories lacking raw materials close, living standards worsen and starvation
Economic crisis
Tsar becomes Blame vacuums and looses support, regime reputation in taters and popularity plummets

Against - Duma failure

A

In response to 1905 revolution the 17th October Manifesto was issued promising an elected consultative national assembly with legislative powers (Duma).
The response to this was very positive- general strike called off and liberals happy
Dumas fail due to boycotting, disputes and opposition
The Tsar undermines this however and issues Fundamental Laws 1906 23rd April allowing the Tsar to:
-Veto Legislation
-Rule by Decree
-Dissolve Dumas
Reassert autocratic power
Fails to bring Liberal Hcnage
Tsar looses Respect
Dissatisfaction + agrivation contniues
If he had successfully carried out then less opposition but showed government failure and revolution was only way that people could restore order

Against- Tsar and his commitment to autocracy

A

At heart of all problems
Tsars commitment to autocracy and inability to move towards western idead is what led to fall of regime
He was inedequte
-During war:
-Liberals formed leadership of Zemgor and WICs
In war liberals had formed an alternative form of more effective government but the Tsar viewed them with suspicion because of the liberal involvement so refused to cooperate.
-Tsar also appointed incompetent people during war, leaders appointed based on loyalty not expertise

-Inability to move away from autocracy for example the Fundamental Laws - Reasserts autocratic power with Article 4
-He makes sure legislative power is restricted and comes through him.
-He was reluctant to agree with Oct Manifesto in first palce.
