The act of boarding any vessel with the interest to commit theft or any other crime with an intent to use force
What are some reasons that contribute to the increase of piracy in Somalia
Somalia government collapsing in the 1990’s = less governmental regulation of coastlines (vulnerability)
Foreign countries eg. Iran and Yemen taking advantage and began illegally fishing in Somali waters (retaliation)
