  • introduced due to gov concern of population affecting future economics, lead to shortages/famine
  • forcefully enacted, if violated would receive fines/loss of employment/forced abortion/sterilisation

  • 2015 allowed 2 children if 1st disabled, urban focussed, 2 children if parents only child
