Development Policy
China should increase its contribution to foreign aid in an attempt to fill the gap left by the U.S, increase their connections, and help global development.
Importance of this policy
Increase global presence, political influence, and build relations with nations (especially developing) which may put these nations on China’s side in international forums
State Responses
US/EU: May react negatively at China attempting to spread global influence, may worry that China seeks to spread it’s political, communist agenda. Developing nations, receiving the aid, may be a bit skeptical but many of these countries (like South Sudan) are reliant on U.S. aid and will likely welcome China in their time of need

NYT Events, importance of aid. South Sudan reliant on aid since independence in 2011, 14 unstable countries at risk, a death sentence for millions who depend on food based aid
Historical Evidence
The Marshall Plan shows importance of regional allies/cooperation. The U.S. provided aid to Europe after WWII which lead to U.S. geopolitical influence and dominance
Security Policy
China should enter into a multilateral agreement/treaty with surrounding nations to decrease military tensions and increase cooperation surrounding activity in the South China Sea
Importance
Conflict de-escalation will strengthen the region and lead to stability which will be good for China’s influence in this region
How States Will React
The main states that will be impacted by this policy are geographical close nations who will be entering into the agreement, such as Malaysia, Singapore, etc. may want to seize the opportunity to increase their gains in this region? However China is by far the most powerful military and so states may be happy to receive some benefit and be secure without threat of esclation
Current Evidence
There has been a lot of conflict over the Sea which has hindered global cooperation, 90% claimed by China. Recent issue over sandbar (between China and Phillippines)
Historical Evidence
Evidence about the importance of regional influence. Warsaw pact and NATO (two competing groups in the same time frame). Warsaw pact, eastern european countries created a buffer between the USSR and NATO. NATO allowed the U.S. and Western Europe to promote their interests in the region and prevent the spread of communism
Economic Policy
China’s economy has lagged in recent times, sluggish GDP growth. If China wants to garner global influence it needs to strength its economy. One way to do so would be to change economic models and shift away from export-led growth and instead focus on domestic consumption (by implementing policies/changes such as raising wages, increase the service sector so that citizens will spend money that benefits the economy, etc)
