1) He has ultimate safety over the divers
2) If the divers become incapacitated in the bell, he would need to have control of the blow down and vent, otherwise he’d be powerless to intervene.
3) If the bell atmosphere became contained, he would need to be able to flush the bell.
4) If the bell was to have a rapid internal pressure loss, the vaporisation and noise in the bell would overcome the divers. The supervisor would need control to blow the bell down.
