A

On 28th Oct. 1918, Navy Chiefs ordered one last attack against the British. This was suicide and so the sailors refused. 1000 were arrested, and in protest, a large meeting was held. Workers soon joined, and together they formed ‘soviets’. These were popular, and the Kaiser was loosing control. The 9th of Nov. the admy tells the Kaiser they don’t have its support. He abdicates and flees to Holland.
