How did Khrushchev attempt to end the terror?
Amnesties for class prisoners!!
By May 1953 4,620 prisoners were rehabilitated

Everyone (party members) loved Stalin so they were ‘shocked’
Demonstrations in favour of multi-party democracy which led to K backtracking ‘the people weren’t ready to know the truth about Stalin’
How did Khrushchev try to de-Stalinise?
Secret speech
Releasing prisoners- 2 mil from camps between 53-60
SP not in control of camps anymore + SP now under party control
Decentralised decisions- no more dictatorship
regular presidium meetings
How did the public react to these measures?
They liked them :)
But they knew that the SP were still active
There was still punishment for corruption + speaking out against the party
What were some of Khrushchev’s political reforms?
Democratisation- workers can join the party
Decentralisation- Ministry for agriculture moved to ‘be closer to fields’
Fixed terms- to encourage innovation

22nd party congress in 1961

Stalin’s body removed from Red square
Purge of local party secretaries
1962- divided party into agriculture + industry departments
FIXED TERMS- party officias could only serve 3 years

Because the decision lied with the Central committee- they were all Kfans so he stayed :)
