How can you be safe as a surveyor when on site or in the office?

  • Carry out risk assessment to identify potential risks and mitigate the likelihood of injury occurring
  • Input location and time in diary and let others know
  • Personal Protective Equipment (PPE) if required
    o High visibility jacket, protective footwear, hard hat, protective googles, gloves and ear defenders
  • Sign in and out of buildings and receive site induction
  • Consider whether it is safe to inspect alone and adhere to lone working arrangements
  • Check dated tag if going on scaffolding
  • If going up ladder wear non slip shoes

  • Must report all injuries (1995 Regulations)
  • Must undertake, record and regularly review a risk assessment (1999 Regulations)

Talk me through your desktop risk assessment?

A

I reviewed the processes of undertaking a desktop risk assessment in the RICS Guidance Note ‘Surveying Safely’. The process of doing a risk assessment is:
- Identify hazard
- Identify people at risk
- Evaluate risk
- Record findings
- Review the risk assessment regularly
- Advise those affected of the outcome of risk assessment and precautions to minimise/eliminate risk
On a practical basis I would:
- Do basic research on the type of property you are inspecting
o Go on google maps an identify anything that could be of a risk
o Look at the building survey
o Look at the plans to see where the fire exits might be
- Check with the people on site to see if there’s any health and safety requirements – there might be PPE required

  • You would need to make a dynamic risk assessment
  • Similar process – identify the risk and see how can be harmed by them
  • Rough sleepers or drug users can be in there – in those circumstances probably not

A

It can affect your respiratory so it would be considered dangerous to proceed. You would assess it and act accordingly

A
  • Document detailing how a work task or process should be completed and prior approved
  • It should outline hazards involved and a step by step guide on how to do the job safely
  • It must detail which control measures have been introduced to ensure the safety of anyone who is affected by task

  • Reporting of Injuries, Diseases and Dangerous Occurrences Regulations (RIDDOR ):
    o Trigger date for reporting injuries is over 7 days incapacitation
    o Report injury to HSE within 15 days of accident
    o All employers must keep a record of all 3-day plus injuries
    o Information can be kept in accident book (keep for min of 3 years of accident/injury)

  • Need for good record keeping (risk assessment, fire policy, fire procedures, staff training)

Tell me about the Fire Safety Act 2021?

A
  • Applies to all premises in England and Wales
  • Introduced as an update to the Fire Safety Order 2005
  • Holds significant legal obligations on organisations deemed to be responsible for their employees
  • Main focus of the change: to clarify that it will apply to the structure and external walls as well as anything attached to external walls such as doors, windows and cladding
  • Under previous regime, it was unclear who was responsible for fire safety compliance for these elements of the building
  • It will force landlords and managing agents to take precautions to identify any dangerous cladding on those buildings and remediate any dangerous materials
  • Fire Service take enforcement action against responsible people who fail to comply
