What are the key changes from the 1st edition?

A
  • RICS have introduced the ‘safe person’ concept. - when each individual assumes behavioural responsibility for their own, colleagues, and other’s H&S at work.
  • There is greater emphasis on ensuring the competence of individuals and their responsibility to ensure the use of safe work equipment and systems.
  • RICS regulated firms must ensure they provide a safe working environment, safe work equipment, safe systems at work, and competent staff.

What is the H&S act 1974?

A
  • The key legislation relating to H&S in the UK.
  • It places a duty on employers to ensure that H&S of employees and other affected persons is not at risk.
  • A key aspect: A director/Senior Manager commits an offences if the company’s H&S breach was committed with their consent.
  • Breaching the ACT is a criminal offense - it can carry an unlimited fine or 2 years in prison. Depending on severity, manslaughter can carry up to 15 years.

What is the hierarchy of risk control?

A
  1. Eliminate - redesign activity or substitute substance so hazard is removed e.g. use a drone to avoid working at height.
  2. Substitute - replace materials used or proposed work process with less hazardous one
  3. Engineering Controls - use work equipment or other measures to prevent falls, separate hazards from operators.
  4. Administrative Controls - These are all about identifying and implementing the procedures needed to work safely.
  5. Personal protective clothes and equipment - Only after all previous measures have been tried and found ineffective must PPE be used. E.G emergency alarms where lone working cannot be avoided.

A

I have responsibility for my own H&S, together with that of anyone under my supervision.

I also have a duty to co-operate with my employer’s policies & procedures.

A

It is equipment to protect against H&S risks. It should be maintained in good condition by my employer and be free of charge.

  1. Take a charged mobile and alarm
  2. plan an escape route if necessary.
  3. Make my daily schedule available to employees
  4. park my car close by and keep my keys on me.
  5. Ensure I know who I am meeting on a site.
  6. Understand site rules for construction sites.
  7. Be aware of occupants and dogs.
