Q

What is the hierarchy of risk control?

A

Hierarchy of risk control:
Eliminate - redesign activity or substitute substance so hazard is removed e.g. use a drone to avoid working at height
Substitute - replace materials used or proposed work process with less hazardous one e.g. pre-prepared components rather than cutting on site
Engineering controls - e.g. use work equipment or other measures to prevent falls, separate hazard from operators by enclosing equipment
Administrative controls - identify and implement procedures to work safely e.g. reduce need for lone working, ensuring work undertaken in daylight
PPE - only if the above measures can be used, e.g. emergency alarms where lone working can’t be avoided

Q

What is the process if you are inspecting a site for the first time - what extra precautions do you take?

A

I undertake desktop research, for example looking at satellite imagery and streetview to establish a safe route of access and look for potential hazards, assessing what PPE I may need to take with me. On arrival, I will undertake a dynamic risk assessment to see if it is safe to proceed.

Q

What would you have done if you had found Japanese knotweed on site during your site inspections?

A

I would make a note of the location and size, notify my client and review the Japanese knotweed Management Category assessment decision tree in the RICS Professional Standard “Japanese knotweed and residential property” to decide how best to manage the situation

16
Q

What PPE do you wear on your National Highways inspections?

A

Dependent on the location. Most sites are close to major roads therefore I wear high visibility clothing and steel toe capped boots.

17
Q

How does PPE differ due to what you were inspecting?

A

Sometimes there are rules on what PPE is required at specific sites, for example wearing a hard hat, high vis and steel toe capped boots at construction sites. If a residential property, I wear suitable work attire.

18
Q

How do you know when to replace a hard hat?

A

Check the date stamp on the hard hat for manufacture date, then should be replaced ideally 3 years after.

19
Q

When do you determine a risk to be too severe for you to carry out the inspection?

A

If there is a danger to my safety or risk of injury, which could be due to the physical condition of the property or the presence of an aggressive third party

20
Q

Can you give an example of works recommended to your client to mitigate risks?

A

Slippery patio and driveway cleaned to prevent risk of slipping, advising of potentially closing path during pipeline construction

21
Q

What is the difference between a hazard and a risk?

A

A hazard is something that could cause harm, a risk refers to the likelihood and severity of harm resulting from exposure to that hazard.

22
Q

Does every firm need a health & safety policy?

A

Every business must have a H&S policy, if you have 5 or more employees it must be written down.

23
Q

What are the steps to a risk assessment?

A
  1. Identify the hazard
  2. Identify those potentially affected by the hazards
  3. Evaluate the risks and take action to prevent them
  4. Document the risks and mitigation measures in the document
  5. Ensure the document is dynamic and circulated to all required users
