Henry percy- but was limited power due to his previous support for richard III

didn’t assert a new tudor peer= issues between william willoughby and lord grey codnor and was put down by placing recognisances on both of them= 1488 rebelled again

the men appt felt unrewarded, had been with henry and supporting since early in his regime, they did little to prevent rebel advancements to LDN

close to london where king’s council was and didn’t need a major noble role
