What are the facts for the Articles of Confederation’s foreign policy ?
A
- unable to stop states from refusing to let British merchants recover pre war debts of when they didn’t return loyalist property
- hardly command respect aborad
- 1785 John Adams was rebuffed from London after attempting to negotiate a leave of frontier posts as Britian claimed congress was too weak to compel its own states to comply
- Unable to ratify treaty with Spain about rights of Missipi as 5 southern states refused. Southern states threatened to set up an independent western republic under Spanish protection

What is the evaluation of the confederations foreign policy ?
A
- could be argued that Britain’s refusal negotiate could be attributed to their bordlerine lack of recognized American as a country however Britian still entertained Adams but American had shown it was already unable to cooperate
- foreign policy therefore failed as internationally it was perceived as weak
- they are entirely unsuccessful in achieving any international status

What was the facts for the problem of economy ?
A
- control of trade and commerce was retained by states meaning congress had no say over national trade
- increasing demand that articles amended to regulate intern rising and American trade
- National was debt in 1783 of 41 million dollars which meant they couldn’t pay their soldiers
- congress attempted and failed to requisition money from states
- states took control of fiscal policy and 7 states issued paper money which caused issues between value of state money and repaying loans

What is the evaluation for the economy ?
A
- population growth was rapid going from 2.75 mil to 4 mil by 1790
- Robert Morris superintendent of finance used some of his own money to meet expenses and set up the Bank of North America which soon collapsed
- Confedoration failed to deal with these problems as it only favoured a loose accociation and priotized sovereignty which meant it couldn’t raise a National tax or policy

- Shay rebellion 1787 where several hundred armed men marched towards the federal arsenal in Springfield Massachusetts
- seemed that anarchy loomed and it was crucial moment contributing to change

It was easily put down with 1000 milita men and it had little threat

A
- Articles of Confederation biggest success
- aware of the problem and set up an effective system through the 1785 land Ordnance (splitting the land into townships and sections whilst stopping land from taken fronatives unless it was a milita) and 1787 allowed for inter gratin of new states
- certainly the least ineffective element

What is an evaluation of western expansion ?
A
- Tackled the concerns that newer states may break away from the union through a two step verification process (set up in 87 land ordinance)
- safeguarded slave owners in the south by stating slaves couldn’t seek refuge in any new land (helped to maintain security between the north and south which was a pressing concern)
