What was the background to the Philadelphia convention ?
- increasing concern among interlectual and propertied elite
- took place between May and September 1787 to adress the weak government
- the constitution that emerged came into effect in 1789
What was the significance of the convention ?
- often interpreted as the ‘second American Revolution’
- it was because by this point it was unclear wether a new nation would remain or if the union would collapse

Certain groups needed change which could only be brought about by a strong federal government
