Vis 3 miles
You can or ATC
Croaking at least 500 ft above minimum IFR altitude.
Airport in sight and preceding aircraft.
If aircraft not in sight ATC will assure separation.

Instrument rating

Ceiling 200 ft above the minima for the approach.
And vis at least 1 sm but never less than the minimum.
