To Scientific Review Administrators of initial review and technical evaluation groups, and to PHS awarding units

What are the functions of OLAW?

1. Advise awarding units and institutions concerning the implementation of PHS Policy
2. Evaluate allegations of noncompliance
3. Have the authority to review and approve or disapprove waivers
4. Conduct site visits to selected institutions.

PHS awarding units may not make an award for an activity involving animals unless what?

Answer 4

Unless the prospective awardee institution and all other participating institutions have approved Assurances on file with OLAW and the awardee institution has provided verification of approval by the IACUC of those components of the application or proposal related to animal care and use.

When can special reviews/site visits occur?

At any time by PHS staff and advisors.

Can institutions be granted waivers?

Answer 6

Yes, but sufficient justification must be provided and the waiver must be approved in writing.
