With reference to the ship/shore safety checklist, list physical checks that must be made prior to commencement of cargo operations.

  • Is the ship securely moored?
  • Are the emergency towing wires correctly positioned?
  • Is there safe access between the ship and the shore?
  • Is there an effective deck watch on board, and is there adequate supervision on the terminal?
  • Is the agreed ship/shore communication system operational?
  • Is sufficient FFA in position on board the ship and at the terminal?
  • Are the cargo/bunker arms/hoses in good condition, properly rigged and appropriate for service intended?
  • Are the scuppers effectively plugged, and dip trays in position both on board the ship and at the terminal?
  • Are seas and overboard discharge valves closed and visibly secured?
  • Are all cargo and bunker tank lids closed and properly secured?
  • Is the agreed tank venting system being used?
  • Are portable VHF/UHF transceivers of an approved type?
  • Are all external accommodation doors and ports closed?
  • Are any window type air conditioning units disconnected?
  • Are smoking regulations being observed?
  • Have fixed and portable oxygen analysers been calibrated, and are they in working order?

If the vessel was moored to a single point mooring (SPM), state the checks the Officer of the Watch should make in addition to the standard routine deck duties during cargo watch.

  • Check the cantilever mooring arrangement from vessel to buoy.
  • Check the SPM for leakage using binoculars.
  • Check ship securing arrangement of chain.
  • Check ship securing overboard chains.
  • Check positioning of strops on hose.
