A

International Safety Management
Sets an international standard for the safe management and operation of ships
Requires companies to document and implement clear procedures, standards and instructions for safe management ashore and afloat
Implemented in 1998 as a new chapter of SOLAS, chapter 9

Responibilities of the Owner under ISM

A

To produce a safety management policy, through a management company usually. This should endure:
*COMPLIANCE with mandatory rules and regulations
*Codes, guidelines, and standards recommended by the IMO, Class and other administrations are taken into account
*Ships is well found, sea-worthy and has up to date certification
*Ship is well manned, with appropriate levels of certification
*On board procedure to deal with emergencies
*Programs for drills
*Appoint a master who is appropriately qualified and support that master in their role
*Have a Designated Person Ashore, with access to the highest levels of management

A

include monitoring the safety and pollution prevention aspects of the operation of each ship, and to ensure adequate resources and shore-based support are applied

Responsibilities of the Master

A

*Implement the safety and environmental-protection policy of the company
*Motivate the crew to observe that policy
*Issue appropriate orders and instructions in a clear and simple manner
*Verify that the specified requirements are observed
Review the SMS and report its deficiencies to the shore based management

Responsibilities of Flag

A

*Issue a document of Compliance to the owner that shows that the latter complies with the code
*Issue a safe management Certificate to each ship the company manages
*Oversee continued compliance of the company with the code
*Certificates are to be renewed every 5 years, and ships are subject to inspection in the mean times
*To summarise, the flag state polices the Code, and can ask another government (The Port State) to verify the proper functioning of the ships SMS

A
