What are the first four elements that form a Project Definition?

- Purpose (why) repeat the mission of the
organization and purpose of the RFP - Goals and objectives - state the problems to be solved and the outcomes of the project (SMART)
- Success criteria – list the measurable,
verifiable results that determine the
success of the project - Project context – if applicable, state how
this project relates to others in the
program (identify added value/synergies) - Project dependencies – if applicable, document dependencies that
may affect the outcome of the project

- Scope – clearly defines the boundaries of the project and also what
is out of scope (optional) - Project assumptions – communicate the underlying assumptions of
the presented scope of work is dependent upon . - Constraints and risks – list factors that will limit options of the
project and uncertainties that may change the scope of work
(weather) - Identify the key stakeholders – First Nations, local residents, NGOs,
regulators. - Define the key approach – why use this approach and not an
alternate approaches, if applicable - Preliminary cost estimates, schedule and resources required to
complete the Project - References

What is Work Breakdown Structure?
A
WBS is a logical, hierarchical breakdown and representation of the work required by the project.
Purpose is to breakdown the project into smaller, more manageable components

Estimating Costs - Approaches?
A
- Bottom-up: detailed estimates from the lowest task of the WBS
- Effort distribution by phase: 10% Initiation, 10%Planning, 40% Construction….
- Heuristic: based on experience, no historical data. Expert judgement
- Parametric: historic data statistical relationships. Number of work units * duration.
