- the first reading

what is the green paper stage (first)
- discussion document
- possible new law
- published
- Mps and others comment and give suggestions
- the cover is green
what is the first reading stage (second)
- publishes white paper
- proposal for new law
- becomes a bill, formally announced in the house of lords
- draft law
- no debate yet
what is the second reading stage (third)
- debate upon principle of proposed legislation
- vote at the end
what is the committee stage (fourth)
- MPs from all parties discuss bill in detail (line by line)
- vote on ammendments
what is the report stage (fifth)
work of the committee is discussed and voted on in the house of commons
what is the third reading stage (sixth/final)
- amended legislation is voted upon and sent to the house of lords (goes through same stages)
- if lords make amendments, the bill returns to the house of commons where there are further votes until accepted
what is the royal assent stage (seventh/final)
- legislation is agreed and signed by the monarch
- it becomes law
