Black Codes & Vagrancy Laws
called for the establishment of gov’ts in the post-confederate South. It would pardon all southerners who swore an oath to the Union and recognized emancipation. When 10% of a state’s voters took an oath, the state could apply for federal recognition
Ten Percent Plan
relief of agency for war war-ravaged South created by Congress in March 1865. It provided emergency services, built schools, and managed confiscated lands
Freedmen’s Bureau
drafted by Congress June 1866, it defined citizenship to include African Americans, guaranteed equal protection before the law, and established federal gov’t as guarantor of individual rights
Fourteenth Amendment
white Southerners derogatory term for Northerners who came South after the war to settle, work, or aid ex-slaves
Carppetbagger
white southerners term for fellow whites considered traitors to their region’s race for joining the republican party and cooperating with Reconstruction
Scallawags
constitutional amendment passed by Congress in 1869 providing an explicit guarantee for black suffrage
Fifteenth Amendment
tactics of political violence and terrorism developed in 1874-1875 to keep freedmen away from the polls
Mississippi Plan
return of an all white aligargey of former Confederates
Redeemers
established the citizenship of African Americans. It guaranteed equal treatment in public accommodations and transportation, and prohibited exclusion from jury service.
Civil Rights Act of 1875
resolution to unresolved Presidential election of 1876. Rutherford Hayes was given presidential victory. Democrats agreed to deal in secret meeting in exchange for end of Reconstruction and removal of federal troops in the South
Compromise of 1877
It represented a shift away from the agrarian, slave-based economy of the “Old South” towards a more industrialized and diverse society.
New South
a Democrat who took Presidency after the assassination of Lincoln
Andrew Johnson
Civil war hero, Republican Party nominated him and he won the presidency. His platform of political moderation, fiscal responsibility, and moderate approach to Reconstruction
