- concept of ‘modifiable’ still implies individual responsibility. Baum & Fisher, 2014- focusing too much on behaviour risks victim blaming without addressing root causes like poverty
- underemphasises the role of corporate actors e.g. food industries in shaping consumer environments and promoting harmful behaviours (Kickbusch et al., 2016)
