What is a Liner scale?
A
A Linear scales shows how much map distance is relative to a real distance.

What is a Stated scale?
A
A Stated scale shows how much distance is relative to a centimetre.

How are you supposed to do scale conversions?
A
To convert scales, first you find out what what the two numbers are, for example 1: 200, this means every 1 centimetre equals 250 metres, or whatever the distance is measured by, for example kilometres or miles.
