Evidence for Mary having factional control

A

Factionalists were imprisoned if they spoke up too much.

Paget was purposely kept onside with patronage and supported the throne politically.

Generally kept parliament on her side despite some disagreements.

Denied the Privy Council and Gardiner in considering Edward Courtney as a husband.

Privy Council had more politically experienced members then herself but was not often used. Rather consulting her inner council or Spanish / Papal advisors.

Convinced both Paget and Gardiner (both who did not entirely agree with her) to revert back to Catholicism of her own will.)

Evidence for Paget having factional control

A

Was an experienced official where many Catholic advisors of`Mary were not.

Government still favoured Protestantism.

Gained favour and influence by agreeing with Mary in marrying Philip.

After 1555 and Gardiner was dead, Paget had a much larger influence over the government. Making it more conciliar and having more administrative control.

Paget blocked Gardiner’s Heresy Laws in 1554 but then passed a similar one months later with his support.

A

Highly trusted by Mary I.

Had a lot of roles in the reformation back to Catholicism.

A

Catholic, Spanish subject, politically inexperienced.

Main advisor in convincing Mary I to marry Philip of Spain.

A

Many experienced members left who were not replaced by Mary I’s supporters from Edward VI’s reign.

Often too large to be effective with membership occasionally peaking at 43.

An inner council was made for higher efficiency. Worked well together.

Was also highly trusted by Mary I and held lots of influence over her decisions, along with Renard.

Influenced the burnings as a punishment for heretics.
