Setting: The Duke’s court in Vienna.
Events:
The Duke announces his decision to leave Vienna and appoints Angelo as his deputy to restore order.
Escalus, a wise lord, is appointed to assist Angelo.
The Duke plans to disguise himself as a friar to observe Angelo’s governance.

The Streets of Vienna
Setting: The streets of Vienna.
Events:
Lucio and other gentlemen discuss the Duke’s departure and the city’s moral decline.
Mistress Overdone informs Lucio that Claudio has been arrested for impregnating his fiancée, Juliet.
Pompey, Mistress Overdone’s servant, reveals that all brothels are being shut down.

The Courtroom
Setting: The courtroom.
Events:
Angelo and Escalus discuss Claudio’s case.
Escalus advises mercy, but Angelo insists on strict justice.
Constable Elbow brings in two prisoners: Froth and Pompey.
Escalus handles the cases, showing leniency to Elbow and reprimanding Pompey.

5.1
The Duke’s Return: The Duke reappears in Vienna, no longer disguised as a friar, and greets Angelo and Escalus. He thanks them for their service and prepares to address the issues at hand.
Isabella’s Accusation: Isabella steps forward, accusing Angelo of hypocrisy and corruption. She describes how Angelo demanded sexual favors from her in exchange for her brother Claudio’s life, and how he proceeded to execute Claudio despite her compliance.
Angelo’s Denial and Mariana’s Testimony: Angelo denies the accusations, but Mariana, veiled and accompanied by Friar Peter, enters and reveals that she had taken Isabella’s place in the bed trick. She unveils herself, confirming the truth of Isabella’s claims.
The Duke’s Judgment: The Duke listens to the testimonies and, after some deliberation, orders that Angelo marry Mariana as a form of restitution. He also pardons Claudio, revealing that he had been alive all along and had been secretly spared.
Lucio’s Punishment: Lucio, who had slandered the Duke and contributed to the chaos, is sentenced to marry a woman he had wronged and to face public humiliation.
Isabella’s Dilemma: The Duke proposes marriage to Isabella, but she remains silent, leaving her response uncertain.
