10nm below FL200, 20nm above. Up wind side if possible. 5000 feet if having to transit over

What are the rules regarding taking off in proximity to thunderstorms?
A
If they are within 10nm we can take-off providing there are no hazardous conditions at the airfield or intended route and is not forecast to be moving towards it
