It’s a record of significant performance for a Sailor that performed duties while TAD to another command. Nobody in the Sailor’s direct CoC can sign it.
What are Operational Commander reports?
Reports made on COs or OICs as observed by their operational commanders who are not their regular reporting seniors.
Can you mark a 2.0 trait grade in CMEO on paygrades E1-E6 while maintaining a promotion recommendation of P or higher?
No. Not allowed.
Can you mark a 2.0 trait grade in CHARACTER on paygrades E7+ while maintaining a promotion recommendation of P or higher?
No. Not allowed.
