Unwilling to change system of autocracy
Never understood or supported the notion of autocracy being removed from society
October Manifesto was reluctantly brought in to appease society however they officially signified the end of autocratic government
Fundamental State Laws of 1906 and the electoral changes in 1907 removed political expectations for change
Lost the support of his people and those that supported tsarism (ruling class, bureaucracy and the church) gradually abandoned Nicholas between 1906-1917
Unwilling to support radical reform
Despite Witte’s industrial reforms being supported by the Tsar, he was replaced for pushing constitutional reform
First two Dumas were dismissed for pressuring the govt to implement various reforms
The Tsar’s inflexibility demonstrated that he perceived the world as one of the extremes, void of compromise
This often meant that Nicholas considered any reforms as an attack on autocratic rule
Unable to restore the link with his people (at least three)

Economic and social disaster of war and deciding to put himself in charge
