Describe the house of commons:
It is the elected chamber that consists of parliament who are chosen by the public in general elections. It is also the democratic house
Describe the house of lords:
It is the technocratic house because they are appointed. They can also scrutinise and refine legislation.
What are the elements of the balance of powers acts?
- 1911
Removed the ability to veto money bills - 1949
Further reduced their ability and power to delay bills
Describe the monarch:
It is the King/Queen of the country that opens and dissolves parliament and approves bills
Explain the legislative process:
Stage 1)
- Green Papers
These propose new policies to spark discussion and feedback
- White Papers
Formal policies outlining intentions
Stage 2)
To formalise white papers and make bills. The three types of bills are:
- Public bills (coronovirus act)
- Private bills (London transport act)
- Private members bill (homelessness reduction act)
Stage 3) Process in the Houses of Parliament
Explain the stage in the legislative process:
- 1st Reading
Bill is introduced - 2nd Reading
Bill is debated and voted on - Committee Stage
Bill is examined and amendments are made - Report Stage
Reports on changes are made and discussed - 3rd Reading
Final version is debated and voted on - Over to the Other House
Moves and repeats - Consideration of Amendments
Both houses must agree - Royal Assent
Bill recieves royal assent and becomes law
What are the two components to Dicey’s conception of Parliamentary sovereignty?
1) Unlimited legislative authority
2) No challenge to acts of parliament

This is the review of legality of government actions which ensure that executive decisions comply with the law
