Purpose of Environmental Sector.
The purpose is to establish guidelines for handling large-scale events during and after fire ground mitigation, including incidents involving haz mat, major spills, leaks, and other events that may result in environmental contamination or impact City services.

Responsibility of the Special Ops Section designee?
Coordinate activities and assure communications regarding the event to the Incident Commander & Executive Staff of the Department.
Responsibility of the AZ DEQ designee.
Coordinate activities to determine air, water or soil contamination, assure that all environmental issues are identified, and work collectively with other agencies to mitigate conditions affecting public health.
Responsibility of the City of Phoenix Safety designee?
Safety briefing of City employees other than FD personnel.
Responsibility of the Emergency Management Coordinator?
Operation of the City’s Emergency Operations Center (if applicable) and the functions of this Center.
Process for assigning Special Ops Staff in response to an incident.
The severity of the incident dictates whether all members will be required on site, and Special Ops Staff are assigned by Command to notify the appropriate parties.
Purpose of the Environmental Sector action?
Developed to define each member’s responsibilities and the central point of contact, with real-time information updates and joint release of information to the public.
Process for handling incident conclusion according to the procedures.
Members reassemble to generate a joint report regarding all activity involving the incident, ensuring full information sharing among all involved agencies.
What is the significance of the flow chart during HM incidents?
Provides a visual representation of the formal and informal contacts during environmental issues, aiding in the response process.
What factors should a plan for evacuation address?
Command structure, need for evacuation versus in-place sheltering, early notification of PD, identification of the area to be evacuated, required resources, evacuation time frame, shelter sites, duration of the evacuation, re-entry of those evacuated, information about the hazard and evacuation presented to evacuees, follow-up with evacuees upon re-entry, and security of the evacuated area.

Evacuation Sector
How should the area of initial evacuation be identified?
By the Incident Commander, and the Planning Section will re-evaluate the evacuation area and recommend any necessary adjustments. The evacuation boundaries should follow streets and established roadways, with maps utilized and distributed to all officers and agencies involved.
What circumstances can in-place sheltering be considered?
When the hazardous material has a low or moderate level of health risk, the material is dissipating after being released from its container, and leaks can be controlled rapidly before evacuation can be completed.
Three levels of evacuation.
Site evacuation, Intermediate level evacuation, Large-scale evacuation.
Key considerations for the Intermediate Level evacuation?
Involves larger numbers of citizens, affects off-site homes and businesses, may affect fewer than 100 people, longer evacuation completion times, off-site collection sites or shelter areas need to be determined and managed, close coordination with the PD and other agencies required.
How is it recommended to protect the public during an evacuation?
By providing instructions to the affected public, such as the need to stay indoors, shutting down evaporative cooling systems, and closing all doors and windows.
Purpose of the three levels of evacuation.
Outline different resource commitments and procedures for evacuating small numbers of citizens (site evacuation), larger numbers of citizens and/or affecting a larger area (Intermediate level evacuation), and a large or concentrated release of a hazardous substance causing a large-scale evacuation (Large-scale evacuation).
Duration of the evacuation.
Sustained as long as the risk continues in the evacuated area, and caution should be taken when allowing residents to return to their homes.
Responsibilities of the Red Cross in long-term sheltering?
Manage shelters once long-term sheltering is identified, requiring early notification and up to three hours to get adequate personnel, equipment, and supplies to the shelter sites.
Command structure for managing the evacuation according to the standard operating procedures.
Planning Section is responsible for all planning associated with the evacuation, which is communicated to the IC for approval or modification. The actual evacuation process is managed in the Operations Section as an Evacuation Branch or Sector.
How are shelter sites selected and managed during an evacuation?
Must be made by the IC at the time evacuation is ordered, and sites need Sector officers assigned. Some FD resources will need to be committed to the shelters, particularly in the area of initial opening and staffing by a shelter crew, and later for potential emergency medical support and information management.
What should be done if a resident decides not to evacuate during an evacuation?
They should be specifically informed of the risk and, if they still refuse, left to stay. The Evacuation Branch is to be notified and a note of the citizen’s address made for further follow-up.
Responsibilities of the Planning Section in developing an evacuation plan.
In joint cooperation with the Police Department, with other sections playing a supporting role in the Command Organization.
