Why was the NPPF revised in December 2024

A

To reflect Labours Planning Reforms to tackle the housing crisis and inject new development to boost the economy and housing growth.

What is the target?

A

1.5 million homes by 2029
Reinforcement of 5 year housing land supply requirement
Revised standard method for calculating housing need (increase for most authorities).
Greater emphasis on Local Plans - LA’s required to revisit to reflect the new housing targets.
LA’s to review their green belt where they are unable to meet their identified needs for housing, commercial or other development through other means.

What is the new type of ‘Grey Belt’ land?

A

Land in the Green Belt comprising previously developed land or/or any other land that, in either case, does not strongly contribute to the following purposes:
a) to check the unrestricted sprawl of large built up areas.
b) to prevent neighbouring town merging into one another.
c) to preserve the setting and special character of historic towns.

Significance of NPPF for Clients

A

Many LA’s having a shortfall n housing land supply means if their Local Plan is out of date or does not address housing need it will be more difficult for them to resist development.

More opportunity for speculative applications for new development to address the shortfall, including in the Green Belt where sites meet the definition of Grey Belt land.

Green Belt release through Plan Making - to address increased housing need.

Applications for major developments involving the provision of housing on Green and grey belt will be subject to the ‘Golden Rules’ - increased affordable housing provision, infrastructure improvements and improved and accessible green space.

Stricter requirements for developers to commence and complete development within specified timeframes.
