Rules for purchasing snacks on an incident:

Local (Non-SRA/FRA) incidents of short duration may be purchased by a BC with a P-card. No Duty Chief approval required for snacks/refreshments less than $8/person.
Only form #48 (Incident Costs) and C-LOG are required.
Grievance and Arbitration Procedure -

*Does not cover work assignments (w/exceptions); Classification and Salary; Appeals involving demotions, dismissal, suspensions, or exam procedures (civil service things); County Policy/Ordinance issues; Performance Evals; or grievances filed after time limits set with this policy (20 days after occurrence or learning of occurrence)
*Time limits to file: 20 days from occurrence, or 20 days from learning of occurrence; but in no case more than 1 year from date of occurrence
*Grievance meetings can be recorded (at own expense)
*Employee can be represented but only by someone within a recognized employee organization (union 1301). They can be present at all steps of the grievance procedure.

CISM Plan - OP 101.91
*CISM Team Notification Required: Disasters w/fatalities; mass casualty; serious inj. or death of fire personnel (on or off-duty)
*Activation can be req. through ECC during or after incidents.
*Advisement of CISM team activation SHALL be made to the Deputy Chief, either by CISM team lead or requestor.
*IC’s, Company Officers, or any personnel who recognize the need for CISM activation can make contact with CISM team by phone or through ECC in the following order: 1. ECC Supervisor, 2. CISM Process Member, 3. Any CISM team member
*Info needed for activation request: Date, time, and location of incident; Incident number & call history; IC’s Name; Units responding; # of personnel at incident; Contact Phone # for Req. Party
*Debriefings/Defusings are not mandatory but should be strongly encouraged (unless supervising Chief Officer says its mandatory).
*Certain employees experiencing a reaction to the incident may be recommended to be placed off duty at the discretion of the CISM team lead/team members with approval coming from the Duty Chief prior to making the necessary arrangements. Supervising Chief Officer will make the necessary arrangements.
*In no case, will a REQUIRED short term immediate release from duty related to the CISM process cause an employee to lose pay or accrued benefit time (vac/sick).
*In all cases, the content of the interventions will be strictly confidential (exceptions: if participants display an obvious threat to self or others; or divulge a serious infraction to a law that may lead to legal action)
*Names of participants are not recorded on records
Work/Rest Guidelines -
OP 209.05/208.10
As stated in OP 208.10, Section 9
*Resources assigned (on-duty) for long periods of time (16-24 hours) will be rested adequately (minimum 4-6 hours) before being released from the incident. This includes in county resources where the drive time to a site where quality rest is available may exceed one hour.
*One hour rest for two hours worked will be adhered to after the first operational period on wildland fires.
*Hand Crew Work/Rest options:
**1. Release the crew with enough time to return to quarters prior to 16 hr time limit (usually midnight-ish). This allows IA availability the next day.
**2. Utilize crew for 16 hours on incident, then rest on incident for 8 hours prior to release to duty station. This allows IA availability the next day.
**3. Utilize crew for 16 hours on incident, then rest on incident for 8 hours prior to the next operation period on the incident.
**4. Utilize crew up to 24 hours, rest on incident for minimum of 8 hours, then release to duty station. They will not be available for IA until 8 hours of sleep has been reached.
*IC may need to advice ECC that a resource is still assigned to the incident even when resting off the incident. They are considered assigned to the incident until required rest is achieved.

What are the four goals to provide direction in a TLEI?

The first strategic priority is LIFE SAFETY.
OP 202.18 - Tactical Law Enforcement Incidents
When established at a TLEI, the Rescue Group should have representatives from both law and fire.
These representatives ensure coordination between the two functions during Rescue Task Force (RTF) operations.
How is an RTF assembled?
What area(s) can an RTF operate in?
A minimum of 2 fire personnel and 2 law enforcement personnel acting as Force Protection.
The RTF can only operate in the cold and warm zones.
Cold Zone: Operational area where no significant danger or threat can reasonably be anticipated.
Warm Zone: Operational area where a potential threat exists, but the threat is not direct or immediate. (Ex: CCP - Casualty Collection Point)
What does the THREAT acronym stand for?

What resources make up a Task Force when formed for Civil Unrest?
**Formed at the discretion of the Duty Chief.

1 truck (or additional engine if truck is unavailable)
Min. of 2 Law Enforcement.
A task force responds as a single unit, operates as a unified team and SHOULD NOT be separated when deployed during civil unrest events (different operation than normal task forces).
How do you “Abandon a Fire Station” according to the Civil Unrest Policy?
If the safety of firefighters and equipment cannot be assured within the confines of a fire station, then the ranking officer at that location has the authority to remove the company from the area.
Company Officers, when ordered to abandon their station, will carry out the following actions:
*Take all portable radios and battery chargers with them.
*Take any cellular phones and battery chargers.
*Lock all doors, windows, lockers and the parking lot gate (if applicable)
*Shut down any electric supply to fuel tanks.
*Shut down utilities to station and secure and lock the station.
*All members shall ride in department equipment when abandoning a station.
*Personal vehicles should be stored in a locked parking area, if available. If the station has no secure parking, then personal vehicles may be moved inside to the apparatus floor before leaving. Provision should be made for the removal of personal vehicles to a safe location at the earliest convenience depending on conditions.
Under no circumstances is any member to remain behind when a station is abandoned.
How many sets of extra helmet magnets should each engine/truck apparatus carry?

Six helmet magnets (3 pairs)
***Battalion Chiefs will keep extra magnets for when they are assigned to different battalions, and several extra company rosters.
When is an aircraft considered “overdue?”
Air Operations Policy 402.00
When aircraft fails to arrive within 30 minutes past estimated time of arrival (ETA) and cannot be located.
When is an aircraft considered “Missing?”
Air Ops Policy 402.00
Considered missing: When it has been reported to the FAA as “overdue” and the FAA has completed an administrative search for the aircraft without success.
Officially missing: When fuel duration, as reported with flight following info, or on FAA flight plan, has been exceeded and the aircraft location is unknown.
**Per Policy, this is when notifications to Command 4 and Duty Chief are required (or earlier if accident is suspected).
**Also need to contact FAA Flight Service and request an Alert Notice (ALNOT).
How far from SRA is a wildfire considered a “threat to SRA?”

What constitutes a “No Divert” status for air resources?
A “No Divert” must be requested over the Region Intercom and is for the direct and immediate threat to
firefighting and/or civilian personnel lives. (see Appendix I).
**A No Divert is re-evaluated every 30 minutes
State Handcrews within the county on regular work assignments:
…can be assigned/dispatched to a wildfire, and are considered under “County Control.” Then make notification to the administrative unit.
