If during a PQQ, a Contractor had dealt with larger projects than the proposed project. What would you advise your Client?
Whilst they might have the expertise and knowledge of similar style projects they may not be used in a quick programme, which smaller projects usually have
What is a specification within architectural documents?
Details the specifics of materials and how they are constructed.
For example thicknesses, connection details and quality finishes
What is the commercial impact of using a D&B procurement route compared to traditional?
Circa 2% of the project budget to allow for design responsibility being transferred to the Contractor
What is the commercial impact of using CDP within a traditional procurement route?
Typically I would expect these to be included within the rates however for larger packages like MEP, I would allow 2% risk allowance
How does design quality differ between traditional procurement and D&B?
The Client retaining design responsibility means that materials and specified finishes are as per the Client requirements.
Whereas with a D&B route the Contractor will build as they want, which is typically the cheaper option

When the Client completes the design for a project and the Contractor builds as per the contracted drawings
What is Design & Build Procurement?
When a Contractor is appointed to design and build a construction project
What are some benefits to traditional procurement?
- Competitive
- Achieve cost certainty
- Design quality is priority
What are some drawbacks to traditional procurement?
- Sequential process - can take a lot of time
- No design input from the Contractor
- Errors in the design is the Client’s responsibility
What are some benefits to Design & Build?
- Contractor involved in the design
- Single point of responsibility
- Inherent buildability advise due to Contractor expertise
What are some drawbacks to Design & Build?
- Quality might not meet Client aspirations
- Can be difficult to compare tenders
- Cost of tendering is higher as Contractors are to design the works
What is Construction Management procurement?
Trades are employed under the Client but managed by a Construction Manager
What is Management Contracting?
Trades employed and managed by a Management Contractor
What is a framework agreement?
An agreement between contractors and a Client for terms and conditions for any upcoming works.
Works not guaranteed but aims to benefit from continuity

How would you deal with pricing errors in a tender?
Refer to Contract Particulars which would state if Alternative 1 or 2 is chosen
Alternative 1 - Contractor to confirm and withdraw
Alternative 2 - Contractor to cofirm and amend

What would you do if you had value engineering ideas from one contractor and wanted another contractor to use this?
In line with RICS guidance, I would assess the idea and review how bespoke the idea is. If the idea was relatively standardised, it would not be unreasonable to use it. However if the idea was bespoke I would consult the unsuccessful tenderer as this would be a copyright issue and seek legal advise.
