The king and parliament could block all colonial laws and all colonial laws had to be approved by the king
this was mostly an issue of self-governance so having an independent government was the major solution however by granting states lots of rights to create their own laws in the 10th amendment and Article IV section 1 they address this

Governors are the executive powers in states.
The president does not have veto power over governor approved state legislation.
