Exclusive jurisdiction applies when the Federal government has retained or acquired from the state, complete legislative and sole authority to enforce the law on the Installation. The state has no authority, except the right to serve state civil or criminal process.
The Main Gate and Welcome Center are in exclusive jurisdiction.

The Federal government to have the same rights as any property owner only. The Federal government and its personnel on base are treated as tenants subject to New Mexico State Laws (and Federal Laws that do not rely on territorial jurisdiction such as espionage, bank robbery, tax fraud, counterfeiting, etc.). The Federal government still maintains sovereign immunity and supremacy for inherently governmental functions.
The housing area south of Mesquite Road, the West Gate, areas west of Bare Base, and Vandergrift Rd leading to and including the La Luz Gate are proprietary jurisdiction.

- What are the procedure for Found Property? (TR: UOI 31-3_3.25.2)
Found property will be accounted for via the DD Fm 2817. Found property will not be stored in an evidence locker that has evidence already contained inside it. SF must make every effort to contact and return the item to the owner. If the owner is not located, S3I will be notified the next duty day to pick up the found property. A blotter entry will be made stating how the item was obtained and who turned it in.

Exception to policy is Defense Commissary Agency “DECA”. SF will provide escort when requested by the commissary cashier cage.

Advise the funds custodian of the most direct route to the destination. If two or more escorts from the same facility are required on a daily basis, a different route will be taken each time SF will not carry/assist in carrying funds for the fund’s agent.
Ensure the BDOC Controller has all pertinent information concerning the escort.
Ensure the BDOC Controller is advised of escort initiation and termination times.
Maintain radio contact with the BDOC at all times. Conduct a status check at three-minute intervals until the escort is terminated.
Never let anyone come between you and the escorted vehicle.
Upon arrival at the final destination dismount the patrol vehicle and survey the area for suspicious personnel or activities prior to allowing the funds agent to dismount his/her vehicle.
Escort the funds agent into the facility by walking no more than 10 feet behind
Terminate the escort once funds are inside the secured area/facility.
