- a landmark child protection law that seeks to remedy the significant problem of the plight of children in conflict with the law
RA JUVENILE JUSTICE AND WELFARE ACT OF 2006
A child who is alleged as accused or adjudged as having committed an offense under Philippines law.
CHILDREN IN CONFLICT WITH THE LAW (CICL)
Children who are vulnerable in committing offenses due to circumstances such as abuse, exploit, neglect, or living in high-crime communities.
CHILDREN AT RISK (CAR)
MINIMUM AGE OF OF CRIMINAL RESPONSIBILITY
> 15 years old and below (exempt from criminal liability)
Children between 15 and 18 are also exempt (unless they acted with discernment)

This council is responsible for implementing RA 9344 and coordinating efforts among various government agencies and organizations
JUVENILE JUSTICE WELFARE COUNCIL
This is considered as light offenses against public order and will treated as CAR, not CICL.
